Perhaps everyone gets the small shoulder dragons, regardless of their social status, but only those who are more well off have the guardian dragons, and then only the truly rich have the mechanical dragons (for an as yet undetermined purpose).

@ariella-newheart I was kind of thinking the same thing, with like a cross between steampunk and fantasy. And especially with a name gotten from a fantasy book’s language, it would kind of fit.
