She’s in charge of a super soldier program using DNA from animals. Voluntary test subjects are hard to get, and bodies that are still growing (kids) adjust better than adults… so her organization is behind several kidnappings for their experiments. As for her son, she just didn’t stop at other people’s kids.

There are other factors of course, I’m just trying not to share too many spoilers.
