I really like the worldbuilding with the ability-borns! My one thought (and maybe you’ve already done this), is to have a deeper reason for them ending up abusing their powers. Like, some sort of twist to eventually surprise readers and change the direction of the plot and/or affect the main character.
I’m already really intrigued by your main character, and I LOVE the thematic questions the story is asking. Really, those are amazing and I would totally read a book that explores them! My main critique regarding that part is first that I’m wondering what Alessio’s motivation is for doing what he’s doing. I’m guessing you already have that figured out, but just from what I’ve read about him, I’d want to know his motivation in order to find him believable. Also (again, you may have already thought of this but can’t fit it into your description, which I totally get XD), but is there something selfless about him? Or… like, I guess from the description I’m looking for a reason to care about him beyond that he’s been through a lot of trauma. Is he doing what he’s doing to save someone he loves? Or to be worthy of someone he loves? Or something along those lines?
I hope all that made sense… I’ve never critiqued concepts before! But I can sense some really awesome worldbuilding and tough thematic questions in this concept, and it’s totally something I would read! 😀
