@erynne here are my favorites that I can think of:
Darkstalker from Wings of Fire because he’s not really trying to be evil but ends up becoming the villain because of his choices
Prince Kasta from The Kinder Poison—completely infuriating, partly because he comes SO CLOSE to being good but he’s still evil!
