Jobs? . . . . probably no many, but I would think the Council would try to create as many as possible.
Maybe a few office and agency jobs from the various committees Council might create. The ones who are working on the ‘developments’. If the city has a train/ bus system, there would be a few jobs there. And since we have electric lights, there had to be a power plant or electrical substation of some sort somewhere nearby.

Probably there are a few farmers too (very few).
