Sooo, unrelated to the subject of the leader, but… I had an idea for why all the tech is pretty outdated and stuff. What if in the fires the evil rebels set earlier also destroyed the city’s main bank or treasury and the newest scientific divisions or whatever, so not only did it destroy a large chunk of the city’s money, but also their most advanced tech and prototypes, and they’re stillll trying to get back on their feet after that, so basically, no one’s been able to buy any new tech and that’s why it’s all old and battered?
