I thought that is was three per country, so in an attempt to be realistic I tried to do multiple countries per planet (because earth is one planet but it has hundreds of countries).

I also feel like it makes more sense, because if there are two countries on a planet its not like there’s only one government. Both have different reasons to want to be represented, and if there’s a competitor limit per planet then planets with a bunch of countries have a really tiny chance of getting represented.

If it’s only three per planet I can definitely change mine, though.
