I would imagine that anyone could use a Dragonling, but using Drakes would take formal education and Great Dragons would require years of training, maybe first as an apprentice after learning how to use Drakes. There would probably be very few people who could handle a Great Dragon and they would either be regarded as weirdos (like a mad scientist) or would be highly esteemed (and rich and envied!).

@silverclaw-bonnetfolly Good to see you back! What if the green forest dragons are biological, and the steampunk ones are machines that are modeled after them? Kind of like how airplanes are fashioned after birds.
