One thing that we could do is have a lot of the events in the novel impact character relationships. That way both plot and relationship development are side by side – as the plot advances, so does the relationship.

For example lifesaving actions or little favors could definitely make two characters grow closer. On the other side of the spectrum, betrayal by a close friend, jealousy, or a misunderstanding can tear two once close characters apart.
