@arindown Very good question! See, there’s more than one gang in Heather Flights (it gets very crowded) and they all run different types of illegal businesses or what-not (casinos, money laundering, making ripoffs, etc, etc, etc honestly depends on who you are) and the regular residents who have the disease are afraid of the mafia. What happened was after the outbreak of the virus in Heather Flights no one was allowed to leave, so in return the government kind of lets the gangs do what they want while keeping an eye closed. If the mafia permits the drug dealers to sell on their turf, then there will probably be a lot of buyers, and thus, the dealers would be making money that could have gone into the mafia’s pocket. So the economy would go down. Also, if everyone got semi-cured, then the government officials might crack down harder on Heather Flights since they don’t have to worry about disease spreading anymore. And since the mafia were the main sponsors of the experiments, if they permit the selling then they would be more closely entwined with the entire project, which was illegal in the very beginning.
This all closely ties in to Micah’s motivation. The disease outbreak began when he was a teenager in Chinatown, thus leading to some of the pre-existing gangs to fight with Chinatown, as well as racism and bullying towards his brother, Ethan. His mother got shot whilst in town. Someone proposed a project and Micah thought that he might as well fund it , but the easiest way to earn enough money was illegal activities. And that’s how everything got started. 🙂
