I don’t know how much I’ll be able to help, because I have a project until the end of the month, but I have a little bit of input:

Maybe groups of planets are each at different levels of development? Like some are more primitive societies with some access to modern technology, like the portals and such, but rely more on traditional ways of living. And some others are supermodern city planets, with the latest and greatest technological advancements. And then some of them are stuck in between the two extremes.

This might cause conflict, because parts of the supermodern planets act superior to the primitive planets, and the in-between planets feel caught up and tangled in the middle of all of the bantering, and also the more primitive parts of the in-between planets get pushed back in the representative system because they don’t have the same weapons and training as the other gladiators do.

There could possibly be a lot of division in the universal council because the primitive planets want extremely different laws passed than the modern ones. Like they’ll want funds to keep their people from starving while the modern countries want money to spend on developing augmented reality video games.

Also, will the world have a magic system? If @arindown were thinking doing an Indian-based culture, maybe you could base the magic system on India’s religions? But I know that magic can be a sensitive subject, especially if it’s based off a pagan religion, and it’s also an inter-planet story with different cultures, so all that’ll have to be considered…
