From what I understand (don’t just go off of me though because I am also unsure), it is okay to send queries out to a handful of agents/publishers at a time, but common courtesy is that only one agent/publisher gets your full manuscript at the time. So, if you query three agents and one gets back right away asking to see more, you can send it to him. But then if one of the others gets back later asking to see the rest of the manuscript, your best bet is to politely inform them that someone else is taking a look at it, and when they are done you will pass it on.
