Hmm, not sure. I don’t generally have any issues with getting things long enough… Have you tried plotting out all of the chapters, and adding a few more that focus on character development scenes? These will be clunky when they first go in, but then you can get them to flow. Also, when you edit, often your style becomes more filled out and adds more words?

Also, beta readers and so forth are great for helping with that. *nodnod*
