I don’t remember for sure, but I believe that it has to do with the world in which the story takes place. Lord of the Rings takes place in an entirely fictional world, so it would be classified as “High Fantasy.” Whereas say, Harry Potter, takes place in a world that’s not entirely made up, (England) so it would be classified as “Low Fantasy.”
