I like the idea of the Great Dragons being rarer and creating a quote “elite” group of people – the ones that own/train/work with them – though it’s all just snobbery. 🙂

I’m also thinking. What if in the center of each city there is a ginormous clock tower where the Governor lives. Inside, the giant gears are not only working the clock, but maybe also a underground dragonlings/drakes factory? Other companies can try to compete with the Governor, but they usually don’t succeed, and maybe even, one or two corrupt leaders, build in sensors and cameras into the drakes/dragonlings so they can listen in on conversations all over the city, see what the dragons see, and spy around? That might be a good plot for a story there.
