    My advice would be to find the thing that makes your story different. If your oppressive government is just another one that kills people who disagree with it, your story might be pretty regular. But if the government is made up of fairies that oppress humans because they can’t fly, and they use the humans for entertainment, that’s much more interesting. The government is the main place I would say to focus. It needs to be unique. Also, your justice system is a good place to find uniqueness; if they just appoint people as judges who are corrupt so the good people lose, that’s pretty typical. But if the government judges using, for example, a screen that displays the good and bad parts of your actions on either side of the screen, and whichever side is longer wins, that’s interesting. Another important place to be unique is your main character; a lot of readers don’t want another teenage female who is doing this to set the world right because she thinks she should. The character should have a good backstory, preferably not cliche like the government killing her family, and so on.
