Well, the culture itself would definitely promote evil things that tear people down emotionally and spiritually, but he wants it to the point where the members of said culture take the momentum themselves to carry it through to where it even crosses over into physical destruction. See how in the modern times, abortion is not only legal but encouraged by some. Consider Jeremiah 5, where God condemns Judah for having turned from him and as a result promoting injustice.
