However, as a pantser myself (and not a plotter), I find it much more helpful to write first, outline a little, write more, outline more, write more, outline all of it – and then finish. This way, I am keeping myself within a good structure the entire time, but still giving myself the freedom to write the story in a way that works best for me. I develop the story most powerfully when I am in the act of creating it.

It may be that you are more of a plan-as-you-write person, and that is why creating outlines has proven to be difficult for you. What do you think? Have you tried both ways before?
