I tentatively think that people simply get inspired by something that they see as good, or something that impresses them because they can recognize the skill and craftmenship in something, or maybe just simply the beauty of it.
Inspiration energizes the creator, or somehow moves them to create. I am not sure how that part works.
Anyone can get inspiration from anything, if it accomplishes the items above for that person.

I do not find it hard to get inspired, but I do not like to mainly draw with inspiration as my fuel, as when I do I am usually disappointed that my own art is not as good as whatever inspires me, and inspiration itself can leave at any moment. I would rather draw based on patience and discipline, though these are things I clearly lack because I do not draw as often as I would like to, without constantly feeding myself things to inspire me to draw.
